Power Park Acton

In 2021, Oxenwood acquired the Freshways site – the UK’s largest independent processing dairy facility – which forms part of the wider Acton Park Industrial Estate. The site is an important industrial quarter within Acton and is designated as a Locally Significant Industrial Site. It is located just off The Vale (A4020), between Acton and Shepherd’s Bush, with good links to wider London and the UK.

The buildings on the site have had minimal maintenance and no longer meet current standards for occupier needs and sustainability. Seeing the opportunity to realise the true potential of the site, last year Oxenwood was granted planning permission by Ealing Council to redevelop the site into a single modern and sustainable building.

Following further engagement with the Council, we are now proposing an alternative, multi-unit terraced layout to boost the site’s economic potential which is more in keeping with the surrounding units.

Our vision for Power Park Acton and what’s changed

Since planning permission was granted in 2024 for a single, modern industrial unit, the occupier market has changed and there is now a stronger demand for smaller units. That’s why Oxenwood is now proposing to deliver industrial terraces, made of 12 smaller units, set back from the southern boundary.

In order to deliver the smaller units, there have been a few key changes to the proposals.

These include:

Improving pedestrian and cycle routes

Safe and attractive walking and cycling routes will be provided in and around the site to promote active and sustainable travel.

A reduction in floorspace

By delivering smaller units, the amount of floorspace being delivered will be reduced by 10.6%.

Car and cycle parking

The updated proposals provide seven additional car parking spaces compared with the 2024 consented scheme, equating to 69 spaces for the proposed industrial units and 11 spaces for use by adjacent occupiers at Safestore and Bombay Duck. The existing site and operation includes a total of 104 car parking spaces. The proposed design makes more efficient use of space, resulting in 24 fewer parking spaces than the current layout.

Retaining all trees and more planting

Plants and green spaces will be integrated to reduce visual and noise impacts for our neighbours and provide biodiversity and ecological benefits.

A reduction in height

The proposed industrial units have been designed with a reduced height, now 10 metres to the haunch and 11.75 metres to the top of the parapet, helping to lessen their overall visual impact compared with the consented design. This reduces the building’s visual impact and ensures it responds to the character of its surrounding area.

Removing the multi-storey car park

This will reduce the overall impact of the car park and be replaced with a surface-level car park with 69 parking spaces. This will ensure the sensitive views from Hatfield Road and Southfield Recreation Ground are protected.

Creating job opportunities for local people

Up to 190 new jobs provided for Ealing, including potential apprenticeship opportunities for local residents and young people.

Reducing the number of HGVs operating on site

These will also be reduced during peak morning and evening periods. Operational yard space will be designed to safely accommodate the servicing of the units.

Improving the sustainability offer

Including solar panels, electric vehicle charging units and additional soft planting.

Repositioning the units away from close neighbours

The units have been repositioned to fit within the surrounding industrial context and away from homes on Hatfield Road and Southfield Recreation Ground.
The proposed elevations use the same colour palette and cladding materials as the 2024 consented scheme. Entrances use a similar goalpost feature design to the consented scheme, scaled down to suit the reduced unit sizes.
